It can mean that, yes, but it can also be used in こうげき (the one I listed), じゅうげき (銃撃, shooting), だげき (打撃; blow, shock, strike, damage), しょうげき (衝撃; shock, crash, impact, ballistic), and quite a few other words.
But now that I now of 撃つ, I'm going with "Destroy" as the meaning as well.

And I'm skeptical as to Shulk's overall brokenness anyway. I can't imagine the enchantments lasting very long, and he seems to need to strike a pose to use them, leaving him open.

So, to go over Shulk's moves.
B: Monado Arts: I think this cycles between his self-buffs, as descibed by Sakurai. I imagine they wear off after [x] seconds.
Down B: Vision: A counter move. I think it allows a few follow-up variations?
Up B: Air Slash: A rising two-part slash.
Side B: A different sort of attack that deals massively more damage and knockback if it hits the opponent from behind.
Final Smash: Chain Attack.
