Speaking of him, what are people expecting of Wario in the fourth game? I've heard some speculating going around that people think he's been tweaked to better emulate his Wario Land self instead of his WarioWare self, but I doubt that's the case.

I think precedent will show that people will more likely despise that game instead of Waluigi, and collectively choose to excise it from continuity, both for its portrayal of Waluigi and it's bevy of plot holes in regards to the Mario series as a whole.
And everyone will decide that Toadsworth was a better character before said game.
I have a message from another time...People like Waluigi because of his memetic status.
Stuff like this: https://www.youtube.com/watch?v=1epq4seJa2c
And if you need proof that he would be awesome in Smash: https://www.youtube.com/watch?v=NFI101fzXbg&list=UUuOk-tw6c1_TdJ1t39RHrhg
(Yes, that is a fan-made mod, and Ninty likely wouldn't give him as many references, but basically, he's a blank canvas like Captain Falcon was before SSB. They could do whatever they want with him.)

Why is Waluigi's relation to Wario a mystery here?
Rules of the Internet 45. Rule 45 is a lie. Check out my art if you notice. If you ask me, Zarek is entirely right.
I used to hate Waluigi but somewhat warmed up to him. Not enough to want him playable in Smash Bros or anything, but still. I do like the way he's just this random dude who strives to be as unpleasant as possible. That's how I'd characterize him. Wario is this unpleasant, powerful, greey, selfish brute, and Waluigi is just this guy who admires him and wants some of that sweet villain cake for himself, too, and so strives to be eeeeviiiiil but can't manage to be anything much more than a highly obnoxious creep.

Jokes don't register through the giant labyrinth of comprehension...
It seems to be just a pointless change, really.
Rules of the Internet 45. Rule 45 is a lie. Check out my art if you notice. Here's something: On Nintendo's own page for Smash 3D, The game is rated E10+ for "cartoon violence, comic mischief and mildly suggestive themes".
Now, beyond the wonder on how Smash 3D managed a lower rating than the average T, there's also the fact that there's no tag for "crude humor". Provided it's not just a preliminary rating based only on currently-revealed info, could this mean Wario's moveset is ditching the Wario Waft?

The New Age of Awesome is here! Not even the sky is the limit! That was one of the reasons given for the speculation I mentioned above
. I wouldn't mind if they replaced it though; I was terrible at hitting with it...
Its because she is actually listed...?
She is. It's on her page.
The most reasonable answer I've seen is that they couldn't fit two Newcomer boxes on the page without displacing Falcon and making the whole thing look uneven.
Of course, it could also be because she's the "lucky" extra character we got while Robin was intended to be the focus.

Regarding Waluigi, I think there's something to be said about how little personality he has actually increasing his popularity. Who is he? Where does he come from? What's his relationship to Wario? Nobody knows; he is a mystery encased in an enigma wrapped in purple overalls.
"We're home, Chewie."
