The order in which they are introduced could be a pattern. Its also different from what people would sometimes expect.

It's not a hard and fast rule, and there were other reasons for some of the decisions. Luigi was obviously an easier character to make than Bowser. Palutena is Sakurai's baby. At the same time, Falco got in before Wolf when Melee had at best 3 villains. Could change in this edition or future installments, but there's no reason to think Sakurai will decide to keep Wolf over Falco because Wolf's a villain. Thankfully we'll probably get both.
So because I'm bored and can't sleep I came up with a hypothetical moveset for Shantae:
- A-Ponytail whip combo.
- Up A-Uppercut Kick, Shantae kicks the air in front of her in an upward arc.
- Down A-Pike Ball, A metal ball circles Shantae damaging anyone who comes near her. It circles her three times. She can move while it's active but another attack will cancel it out.
- Side A-Flash Bolt, Shantae fires a burst of energy out of her palms.
- Dash A-Scimitar Slash, Shantae dashes forward and stabs enemies in front of her with a scimitar.
- Neutral Air-Pistol, Shantae fires an old fashioned pistol.
- Up Air-Pirate Hat Parachute, Shantae uses a pirate hat as a parachute. The parachute can block attacks coming from above her and slows her descent for a few seconds but she can't attack while it's active.
- Down Air-Cannon, Shantae fires a cannon straight down. Stops her descent for a split second and acts as a meteor smash if an enemy is below her.
- Side Air-Air Drill, Shantae spins rapidly and shoots towards the ground. This attack travels at an angle.
- Neutral Special-Spider Venom, Shantae turns into a spider and fires a burst of venom forward. Can be rapidly fired but has no knockback.
- Up Special-Harpy Talon, Shantae turns into a harpy and flaps upward while slashing her talons in an arc in front of her.
- Down Special-Elephant Stomp, Shantae turns into an elephant and stomps nearby enemies. If used in the air Shantae drops down on them and buries them in the ground but is unable to move temporarily.
- Side Special-Monkey Bullet, Shantae turns into a monkey and flies forward while slashing at her enemies.
- Up Smash-Spin Kick, similar to the Uppercut Kick except this time Shantae launches her foes upward and then leaps up to kick them even higher.
- Down Smash-Twirl Attack, Shantae spins in place rapidly like a ballerina for a brief period. Jumping and holding the control stick immediately afterward can propel her into the air.
- Side Smash-Elbow Dash, Shantae dashes forward and knocks her opponents backwards.
- Final Smash-???
The only thing I'm stuck on is what her final smash would be. I've used pretty much all her abilities except for the Tinkerbat and Mermaid transformations and neither seems suited to be a final smash.
@Blueblur: Okay, 1) Filia is too sexy to put in a family game (yeah, I don't trust the ESRB on this one). 2) They're unlikely to include indie characters. And 3) unfortunately, they're unlikely to include non-Japanese characters. Someone from Skullgirls? No way!

And her chances just shot down to zero. Quote and Shantae are pretty unlikely but they're still theoretically possible since they've been on Nintendo systems. Filia doesn't even have that.
I've wondered that too. Dissidia Final Fantasy is the only game I can think of that averts that and even then most of the characters are heroes.

She's a (main?) character from Skullgirls. Otherwise-norma girl with a shape-shifting Parasite named Samson in place of her hair. Samson can turn into blades and whips and spider legs and things.

I have a message from another time...Shantae has intrigued me for awhile, even though I've never touched her games. I guess she looks like she fits in with Nintendo pretty well.
As for lack of villains, well they generally want to represent a variety of series. For series that get only one character obviously you go for the hero. When you go bigger, you have to decide who's more popular/worthy. For Smash the only characters that people generally think should've been replaced by one of their villains is ZSS for Ridley, and maybe Rosalina for Bowser Jr. Would be nice to get more villains, but I suppose the devs' checklist doesn't includes getting a lot of villains.
You're beating eachother up because you're a bunch of toys that were traded in years later so that same kid could get figurines of all of you. You don't follow your original purpose, you're just under the whim of the kid's imagination situations. There are no heroes or villains, only winners and losers who get blown up.

In a hypothetical scenario in which Bayonetta actually sold well and Nintendo bought the IP, I'd say she'd have a decent shot for the next Smash. Sakurai is good at making characters faithful, even if he can't get all their traits across. The real issue is that Nintendo doesn't do much in that department aside from Samus, so there hasn't been a test case. Probably won't ever come up, but you never know.
First of all, Filia isn't HALF as revealing/mature as Cerebella or Valentine.
Secondly, Filia is the Mario of her game, being the 'beginner' character, so she'd be easy to play as.
And finally, her move set is perfect for Smash. She's even 'borrowed' Sonic's spin-dash move!
So YES, she's perfect for it. The only thing stopping her is the whole 'Skullgirls not being on Wii-U' thing.

For Sakurai, the priority seems to be the hero, then the sidekick, then the villain. Luigi before Bowser. Zelda before Ganondorf. Falco before Wolf. Diddy before K. Rool. Palutena before Medusa. ZSS before Ridley? Kirby is the closest thing to an exception, but obviously Meta Knight and Dedede are going to be the next choices. So I suspect if it comes down to the wire, Falco will stay in over Wolf. Which is a pity, seeing how I've recently grown to like playing as Wolf.
Note that Fire Emblem and Mother are exceptions due to their rotating casts, and of course Pokemon is Pokemon.
