They seem really proud of that new IP, and they'd probably been developing it for a while now, so I could imagine that even if their designs were only finalized a while ago, Team Smash Bros already got the prompt long ago to start developing a paintball fighter squid-girl.

Not that I'd mind how surprising an Inkling would be. Doing the turn-into-a-squid-and-hide-in-ink thing seems like it'd be a lot of fun in Smash bros..
Not sure how that'd be implemented, though. I guess she'd have several projectiles, all of which leave a temporary ink puddle on the ground, and her side-B would let her squidify and leap into her own puddles? ... Something tells me recreating that functionality would be too much, but it could be simplified enough to work. And there's definitely some great potential there with ink powers.

@Full Moon: Long before Greninja was officially revealed to the public in October, the XY anime trailers depicted Ash Ketchum with Badass Froakie, with one scene depicting Ash carrying the injured Froakie to safety. The other scenes in the preview implied that Clemont & Bonnie would get Chespin and Serena would get Fennekin, meaning that Ash would only get Froakie this time around (a Broken Streak considering that Ash always gets a Grass-type Starter until XY).
This implies that the popularity of the Froakie line was already anticipated by the anime and Game Freaks. Might not be the official reason, but it's a good guess.

MOVESET TIME!
AAA: A Lucas-style kick combo. Ends in the Inkling shooting a few rapid-fire bursts of ink and a finisher.
Side Tilt: Bops the person over the head with his/her gun.
Side Smash: Creates a cyclone of ink that has forward knockback.
Up Tilt: A little headbutt.
Up Smash: An ink bomb that acts similar to Snake's Up Smash.
Down tilt: A quick ink shot at the opponent's feet.
Down Smash: A rapid-fire ink shot that covers the entire Inkling's feet. Doesn't do much knockback, but leaves a ton of ink on the ground.
Dash Attack: Inkling pulls out a paint roller that will mow opponents and cover as much of the ground in ink as the attack lasts.
Grab Attack: Hits the opponent with the hilt of the gun.
Forward Throw: Kicks the opponent away.
Back Throw: Tosses the opponent aside while firing a few ink shots for good measure.
Up Throw: Throws the opponent into the air to juggle.
Down Throw: Throws the opponent onto the ground and shoots a few ink shots in their face.
Neutral Aerial: A long-lasting kick, a la Shiek or Fox.
Forward Aerial: Swings the gun with a quick shot of ink that falls down.
Back Aerial: Pretty much the same as the forward aerial, but the distance of the ink shot is farther.
Up Aerial: Shoots one ink shot that goes upward and falls with great force. Can be a meteor if it hits the opponent when falling.
Down Aerial: A few rapid-fire shots of ink aimed at the ground. Really good for covering ground if accompanied by horizontal movement.
Neutral B: Ink Bomb—Basically Snake's grenade, but this time with ink. When it explodes, a ton of ink covers the ground around it.
Side B: Ink Sniper—A long-range ink missile that explodes on contact with anything. The ink will fall to the surface after explosion.
Up B: Super Jump—The Inkling transforms into a squid, and makes a huge leap aiming for the nearest opponent. The move will only result in a helpless state if used in the air as a recovery move. If it's done on the ground, all attacks are free game.
Down B: Squid Form—The reason you want to cover the ground with as much ink as possible. If the Inkling comes into contact with any inked surface when in squid form, he/she will duck into the ground and move at lightning speeds while being invincible the whole time he/she's in the surface. You can jump in this form as well. Be careful though, because you can only do these tricks when there's ink on the ground. If the ink fades away or you try to use Squid Form on any surface that isn't inked, you will be temporarily open. You will transform back to a human quicker if you undo Squid Form while in ink or midair rather than on any other surface.
Final Smash: Ink Dump—The Inkling whistles, and a gigantic stream of ink comes down and hits the entire center of the stage. While doing massive damage and knockback to anyone who gets hit with it, this also gives a ton of longer-lasting ink for the Inkling to swim around in and take advantage of.

Sakurai said he helped Game Freak create the character based on what he was doing with Smash Bros. just so there would be no contradictions between Game Freak's Greninja and Sakurai's Greninja.

It hit me earlier today that custom movesets could be the key to decloning Toon Link. One Link can have different options from the other.

The Spiny Shells, Lightning, two Mario Kart courses...

But it's not guaranteed, so I believe All-Star might just have one of them for a default. Maybe it'll increase if you have enough Mii's?
Also, Pulse is probably right that there's other default costumes. I didn't much see how you could even choose their costumes, though, so I really don't know we'll fight them in Single Player. It's easy to guess for what moves they'll have, but not what'll happen with the costumes.
