You cannot firmly grasp the true form of Squidward's technique!It would be pointless to change it. Magikarp isn't even useless, and is famous for being pretty badass in the Anime and has a lot of famous "awesomeness" from the fandom too. Goldeen's portrayed as useless far more often. The joke sticking is the more logical choice.
Magikarp is never going to replace Goldeen's role and it doesn't make sense to do so anyway. It's not actually useless, after all. Or specifically portrayed that way much of the time. The only good thing for it to do if it shows up is a nod to Goldeen, then evolve and attack with Hyper Beam. That's actually what it's famous for anyway. Splash? Nope. Goldeen started the meme. Magikarp just started with the move instead.
@Sterok: I like to think of Zoroark as similar to Toon Link's situation. Just that Zoroark has more going for it instead. It was not shown in gameplay period. And he already revealed 2 Pokemon as playable. He can wait to show more, if he wanted to. I'm not counting on it, but I can say with honesty it's remotely possible. Being shown doesn't disconfirm you, having your role outright shown usually does. I think he set a precedent with Toon Link that it's harder to disconfirm someone even if their role was confirmed. Not sure why he did that. Fun for speculation, at least.

Shadow?All of these are found in Magikarp's various 'dex entries. Goldeen's are all about how elegant, strong, and dangerous it is.

Not even close to the same thing. Or the fact Goldeen is goddamn useless in the Anime almost all the time, where Magikarp is freakin' badass most of the time instead(either through evolution or on its own). One beat freaking Godchu in battle.
If Magikarp was more useless as Goldeen, Sakurai sure as hell doesn't think so and doesn't bother to make it that way.

As of now, it's low(due to no fanfare at the time), but the same thing happened with Toon Link on the Spirit Train stage.(remember, Toon Link is an art style, not a character in the Zelda series. Toon Link was a name specifically created for SSB to show off the art version of Link. In WW, he is officially called Link(barring your own nickname) Basically, until we see him in gameplay or at least a role is confirmed, his chances aren't halfway close to dead. The lack of fanfare(they already did reveal 2 Pokemon, so revealing a 3rd at the time is silly anyway. There's a lot of reasons to potentially wait to reveal his newcomer status. Like many already revealed as is) doesn't mean too much. I think showing up in gameplay is the only legitimate way we'll know he's dead as a character chance. Still low, but dead? Overstatement entirely.
I have no reason to care since it's hyper popular period. Sakurai doesn't either. And I agree with him too, since Goldeen is perfect for its current role. Magikarp is still way more famous for its evolution process then using Splash anyway. A lot of SSB is fandom nods too.

Shadow?I think Magikarp should seem like Goldeen... but similar to the Cuccoo, whoever hits it hard enough will be victim to some nasty damage when it evolves into Gyarados.

In addition, note how he calls him Link, not WW Link. It doesn't add up as "He's solely the character from WW" where it's pretty clear that all the evidence has always at all times shown everybody is based upon just an art style, but is otherwise just a character mashed together for SSB. Unless you want to believe SSB 64 Link is from actually OOT, but I didn't realize the Adult version could use the Boomerang(he can't). It's obviously the art style that was used, and the overall Composite Character of the art styles, which has been the general way to use characters since the first game anyway. There may be multiple Links in the Zelda games, but there's 3 Links only in the SSB games at this time.
In addition, the Toon Link(who is also Conductor Link since it's a style, not a canon character in the Zelda series proper) shares the same exact body with Conductor Link. CL is also rendered beyond poorly and telling them apart is too easy. There was no reason to remove him when Toon Link is on the stage unless they're the same character(actually, they are, since Toon Link doesn't exist in the Zelda series anyway officially. It's an SSB-specific character) or Toon Link has a Conductor Link costume(which would also make them the same character, a non-canon version of Link... which he was anyway, since SSB is not canon).
It doesn't fit Magikarp well at all(not as well as Goldeen). Since his real famous moments is evolving and kicking ass. Goldeen has no real famous moments beyond the silly Splash move in the actual Anime. Pokedex doesn't count period and clearly wasn't taken into account.

Plus, Toon Link is obviously base on the Link in WW, you have to be blind to notice it. I mean, the item designs, Wind Waker as one of his taunts, one of his victory poses involves one of pigs in WW, his stage in Brawl. Maybe in Brawl you could put up an argument, but here, no way, this is clearly the Link from WW because there is no reference to Spirit Tracks with him (and Phantom Hourglass, but that is different thing). Aside of Spirit Tracks stage, but (Adult) Link is not the Link from Skyward Sword, even though Skyloft appears in the game.
