Not to mention the Wii Fit Trainer is representing the Wii Fit series as a whole, which is also an important part of Nintendo history.
Though I think saying Sakurai put him/her in just for the sake of adding an Unexpected Character is caricaturing it. He obviously has other reasons.

I wanted to choose a quote, but there was so many I couldn't choose.Well, Smash Bros started development in early 2012, and Hyrule Warriors wasn't announced until December 2014, so it seems likely that Hyrule Warriors didn't even start development until after Smash Bros was well underway.
Seems like the only really comparable situation would be Roy in Melee, and I imagine quickly adding in a clone to represent a new game would take much less time than adding a totally unique character.

I admit I didn't know about Impa's playstyle in Hyrule Warriors, so you may be right, but if we were to get a Zelda newcomer, I'd rather get Tingle, since he got two spinoffs (three if you count Tingle's Balloon Fight), no less. Of course, considering his impopularity in occident, it's unlikely he'll ever get in.

Considering the roster has been fixed since before previous E3, I doubt Sakurai even considered her. And considering his goal this time is to make characters as unique possible while keeping the games balanced, I doubt he'd add a cheap clone at the last minute just for the sake of promoting a game that will come out around the same time as Smash Bros. for 3DS anyway.

Here's something important to remember regarding cuts people. Sakurai generally doesn't plan to cut anyone. Mewtwo, Roy, and Dr. Mario were all planned to return to Brawl, meaning Young Link and Pichu were the only ones that were probably cut early on. And well, Young Link got a clean replacement in Toon Link while Pichu is Pichu.
Looking at 4, the likely cuts seen right now are Snake, Squirtle, and Ivysaur. Snake is because of 3rd party issues, so he's got separate issues, though it's easily believable that he'll make it back. The Pokemon meanwhile have the issue of, what is enough Pokemon? Pokemon may deserve to have the most reps, but once you factor in Jigglypuff and Mewtwo, and then other possible candidates such as Sceptile and Genesect, eventually someone can't make it. I suspect those two or three are the only planned cuts.
