Cause it seems like there'd be a lot of room for subjective interpretation there...Also that scale seems ripe for abuse to bash characters.
I'm not sure it's really useful way to look at things, either. More obscure reps are a good thing in my book.
I think A-lister means a character from one of Nintendo's high profile franchises: Mario/Donkey Kong/Wario/Yoshi, Legend of Zelda, Metroid, Kirby, and Pokemon.
A B-Lister would mean a character from a slightly more obscure franchise. Meaning characters from: Starfox, F-Zero, Fire Emblem, Pikmin, and possibly Kid Icarus
A C-lister would mean a character from a game/franchise that SUPER obscure. Meaning characters from Earth Bound, Custom Robo, Starfy, Chibi-Robo, Sin and Punishment and Punch-Out!!, and those really old retro characters like the Ice Climbers, R.O.B, the Balloon Fighter-guy,and Mr. Game and Watch.

That's what Bart Lemming/Andy Summers looks like anyway. The Smash version could be Ryu Suzaku who takes up the title after Bart/Andy dies or it could be neither of them. I don't think the games gave him a definitive identity or backstory.
edit: I spoke too soon. According to the manual for the games he's Douglas Jay Falcon in the game continuity and F-Zero X shows that he looks like this under the helmet.

Yeah. The SSB series has made no mention of Captain Falcon's full name or identity beyond being a mysterious bounty hunter at best.
However, I think that was his first and only identity/name before SSB first came out. So if he has one, it was Douglas in the first game. It's not impossible he has a different identity in a later game, though. His demeanor and personality never changed among games, so I see no reason he would be, though.
I wouldn't mind if Sakurai delved into that somewhat in some way. Material from the booklet, the SSB site itself, or even in the Trophies.

Well, if he's a Stage Hazard as is(just like Yellow Devil is), he wouldn't show up on FD Mode anyway. Or the version of the stage.
It's always possible FD Mode and the FD variant of the stage are separate options altogether. FD Mode doesn't allow for any kinds of hazards, period. Where the FD variant that you can choose when selecting the stage itself still allows for certain kinds of hazards if appropriate.
