I'm not sure why people suggest Takamaru...Surely there's better, more interesting choices?
He only ever had one game and that was decades ago, and it was Japan-exclusive.
He's not even that interesting as a character, and not hugely unique either.
If you really want a retro character, there's much more interesting choices than that.

There really aren't any other interesting Samurai available. Goroh's gone, the only other one. He also has something more than just a sword, using some ninja techniques. While a Shuriken was used by someone else, that doesn't mean he has to use it the same way. Let's remember, Mega Man proved projectiles aren't just for Specials anymore. It could easily be some A attack variants, like him using his regular A to throws them out at a very short range, akin to Mr. Game & Watch's Greenhouse.
As for him getting in, only thing I remember is Sakurai is waiting for him to have his own game again before indefinitely putting him in. That was during Brawl's development. As for him getting in now, it could still happen regardless of that. It's just not nearly as guaranteed, or arguably likely.
Shadow?He's a samurai with lightning magic and stuff. I like the sound of it.
Edit: as for a new game, let's not forget Takamaru's Ninja Castle, in Nintendoland.
One of the only times Nazo no Murasamejo has been referenced in a US game, aside from Brawl's soundtrack.

I have a message from another time...I'd like to see Galacta Knight as a boss - this series is way due for having bosses around the size and mobility of player characters, but still with the boss' super-armor and unflinchability.
That's exactly what makes Galacta Knight hard in the regular Kirby series, and it's glorious. Bonus Boss, all the way!

mostly I just think it's pretty interesting how his game, of all things, got a reference in Nintendoland. Well, that and Samurai Warriors 3, but...
Anyway, I kind of like the idea of slinging lightning, fireballs, and knives, and turning invisible.

True that. If Captain Falcon got in, people would be screaming that it's a waste of a character slot that could've gone to Ridley.
It's not my fault Nintendo keeps wasting all the slots. Nobody even cares about this dumb "Punch-Out" thing, and Mega Man hasn't gotten a game in years, and yet when they have a clear choice between including them or the universally popular Ashley and Cloud, they choose the former? What the hell? And now they're just trying to cheat us out of getting Tingle by making Sheik a separate character from Zelda! How do they not know what their real fans want???
