The first is old timers who didn't make it, including the Forbidden 7, such as Dr. Mario, Roy, Dixie Kong, Toon Zelda, and whoever gets cut from Brawl. Second is a Pokemon pack including Pichu, Squirtle, Ivysaur, and Mewtwo, assuming it doesn't get in.
Anyone, on less touchy matters-
Simply regarding characters we know for sure are in, I'd like King Dedede's victory fanfare to be a variation on the six notes that start his signature battle music (duh-nuh duh-nuh duh-nuh
) and Zelda's to be derived from Zelda's Lullaby
.

I feel like characters take a bit of work in Super Smash Bros. You have movesets, voices, Final Smashes, portraits, victory themes, victory poses, victory pictures, and trophies...
For all that work they could just put em in the game regular.

I don't see any characters that would require substantial amounts of original work; such as Mewtwo, making it as DLC if they're not in the main game, but polishing Squirtle and Ivysaur up to SSB 4 standards might not take all that much effort. Similarly, Roy / Pichu could be implemented as a clone of the Marth / Pikachu in this game, instead of being created from the ground up.
If Mewtwo does get in, I have a faint hope that they'll take some pages from his Project M counterpart. I have a strong feeling that they do pay some attention to fan projects, because the Cucco item is functionally identical to the one in Super Smash Flash 2 (not to mention a surprising portion of how Mega Man's moves work).

We haven't seen anything on how cucco will work IIRC. There are a lot of possibilities there.
Regarding unique victory themes, I'd totally support having Rosalina's theme be an arrangement of Galaxy 2's Power Star Get!
, or at least a similar one.

very cool, don't get me wrong, but it feels too big long for a victory theme.
Speaking of that; I know that Melee and Brawl got some nice in-game scenes as reward for beating classic mode, but how cool would it be if this time we got some actual cutscenes? Nothing big mind you, just seeing the characters hanging aroung, relaxing, doing something that fits them after the big fight.

They said they aren't charging for DLC elements. Sakurai has gone on record as not being opposed to DLC.
