The thundercloud can Meteor Smash people, though.
I thought it always did that. Granted, maybe it was a very tiny cloud and one that didn't also Meteor Smash, but I'm 99.9% sure Pikachu's Thunder attack didn't just randomly fall from the sky. Try it out on a huge, deep stage or in a tall enough enclosed area and see.

You have no idea how many "Obvious Noob" players in online matches would literally ONLY do that attack and tactic through out the entire match....Its seriously the most annoying thing ever, both watching and playing.
