So based on the today's picture, does this mean we can expect a certain amount of Brawl stages in SSB 4, like how we got some Melee stages in Brawl?

Now it's closer to being like Flare Blade in a sense. I don't know if it can hurt you when it explodes anymore. But we'll see in due time.

To be fair, this seems more like a "high risk, high reward" situation than anything. Perhaps they'll nerf him in some other aspects (like his knockback will be severely lowered or somesuch) and they don't feel like going over nerfs, since that lowers the hype level somewhat if they nerfed one of your favorites.

Was it now? That's awesome. This is why they ban items I guess. I dunno, maybe the bananas will disappear after one use/only one can be on the stage at a time? (Did they do that in Brawl?)
Speaking of, I've always wondered: if items are turned off, will Peach's down-B still have a chance to pull out an item instead of a vegetable? That question always bugged me.
