Interestingly, my initial prediction was also 48 characters, 4 cuts. Strange minds think alike I suppose... wonder if that rumor has any grain of truth?

This isn't as big of a topic, but is there any character that you peoples see pretty likely that you really don't want in? Like Pac-Man for me... I loved Pac-Man World and all, but I don't think the Smash series is really the greatest series for him...
Eh, maybe I'm overthinking things (probably) but I see that more as like a "Namco-Bandai won't get a lot of characters just because they're helping" instead of "We won't be having any Namco-Bandai characters in the game."

After all, Smash is a celebration of Nintendo characters, and those third parties tha do get in are special cases that still sort of come back around to that first point. Pac Man is many things, but a major figure in Nintendo's history? I don't really think so.
I have a message from another time...Kind of.
Nintendo EAD worked on a (previously till Mobile Phones) exclusive called Pac-Man Versus. Most Third Party companies don't have this. Square slightly has something with Super Mario RPG.
He has some important notes in Nintendo with specifically that, which has been remade for more than one Nintendo system too. Tales of has some history with Nintendo, but Symphonia was a temporary exclusive, after the PS 2 upgrade came along. However, there is the fact Lloyd Irving got into the Soul Calibur Legends exclusive as well.
That said, my thought is that Pac-Man, Tales of, and Soul Calibur are the three most notable Nintendo and Namco(I mean related to Nintendo, not made by them, to be clear) series. As for Bandai's side... um, other than the Digimon exclusives? Well, there might be old Power Rangers games, I guess? There's some other non-Anime/Manga Bandai series too, though. Boktai, right?

That could mean everything from "Brawl's roster was the limit of what's feasible" to "we've already reached the feasible limit of characters (the specific number, I am not saying) in our work on Smash 4, and have now shifted focus to refinement for the remainder of development time."

He did not say it'd be the same size anyway. Just it might be that. And twice it mentions that's just a possibility. Also;
This pretty is saying it's hypothetical the entire time. It's pretty clear it's just a "maybe we'll do it that way", but it's not some definite number. He also mentions that Namco-Bandai might give them new ideas.
...I do not understand where "The size of SSB For's Roster will be the same size as Brawl's" is being gotten from in that article at all. Just "it could be the same size" at best. Also, the interview itself is pretty odd as it sometimes says "same size" and "probably/maybe the same size". It's really an unreliable one due to contradicting information. It should just make one statement and support it properly. :/
Shadow?Not to defend the article's interpretation, but sometimes people do sometimes write stuff that doesn't properly convey their meaning, or unintentionally use inconsistent levels of certainty in their grammar, without an intent behind it.
