I recall hearing that the German translation Ocarina had Koume and Kotake's Boss Subtitles name them "Killa Ohmaz", which literally translates to "Killer Grannies"
Anyway, I'm saying stage hazard. They're being shown on Gerudo Valley, and Sakurai's been pretty consistent at naming characters as Assist Trophies if they appear in a picture of the day (with comments).

I have a message from another time...He has not been consistent on naming Stage Hazards, so that doesn't really count. He has not been consistent with naming Assist Trophies, though. Starfy is thought as one due to his appearance, but he didn't actually say it when he showed up at all.
He's pretty inconsistent at naming anything but when a playable Character shows up and that's it.
Shadow?I'd previously made a suggestion on how the Blue Shell might work as a usable item (that it gets thrown into the background, then finds the current leader and hits them for heavy damage, like the Dragoon, but not necessarily a KO). Another thought just crossed my mind:
What if the Green, Red and Blue Shells were combined into one item, the Mario Kart item box? the first person to pass through it while not holding an item (if they are, it disappears) picks up a shell, which is generally either Green or Red. However, the worse you're doing, the more likely it is you'd get Blue, and if you're in last place, it's a very good chance you'd get Blue. It's a fair way to allow catch-ups without enforcing the Rubber-Band A.I. of Mario Kart or the overpoweredness of pity Final Smashes.

There's been that one time he failed to mention a character was an assist trophy when a picture involving them was the picture of the day, yes.
That said, the other options are that Starfy is a stage hazard on a stage that has nothing to do with him, or that he's a playable character shown in picture of the day with no fanfare. Perhaps Sakurai underestimated the fanbase's ability to go after everything that's not conclusively proven to be completely impossible.
My thinking is that if a character who was not previously playable is he subject of the update, and doesn't come with a reveal trailer and newcomer page, they're probably not a new playable character. Which leaves Assist Trophy or stage hazard, in my mind. So it seems to me that the absence of explicitly naming them an Assist Trophy (a practice that has so far had just Starfy as an exception) is a point in favor of stage hazard. As is the character showing up on a related stage.
I know this wouldn't exactly satisfy Miles Edgeworth, but it's logical enough for me to go on. Okay?

If i may, in Japan they often refer to elderly men or women as "Jiisantachi" (the tachi being plural) or "Baasantachi". Likely the Japanese version says "Baasantachi Kotake to Koume..." so one English way to translate it is to call them Grannies, but that would have no implication that they were actually grandmothers in-universe.
