Snake at least has a sizable fanbase that would try out Smash Bros. simply because he was playable.

If Snake doesn't come back, perhaps they could bring in a character from their extended family of well-known I Ps:
- Simon Belmont
- Bomberman
- Goemon (stretching things)
- Bonk (really stretching things)

Eh.Those guys aren't third characters and as Sakurai confirmed with Mega Man, they are not just going to put just anyone in Smash Bros as far as third-party characetrs go, meaning they are a special case. Pac-Man, having history with Nintendo and being a legendary video gaming icon would certainly qualify for being special. Tales characters, whilst popular, are not exactly legendary and thus wouldn't qualify.
Pac-Man doesn't really have much of a history with Nintendo. Like, at all, really (and yes I do know they had some games on Nintendo consoles). He does have his new Wii U Pac-Man game though, but that's not exclusive.
But yeah, he'll probably be a playable character, even though he has zero relevance to Nintendo.

Ditto. I was admittedly against Rosalina prior to her reveal, but she grew on me real quickly.
If anyone can make Pac Man unique and likable, it's Sakurai.

It would be kinda odd if the ghosts had their modern design...Pac-Man hasn't changed much * , but ghosts radically changed their designs with the reboot. They're also the good guys now...

I don't think that Pacman would need the ghosts for his Final Smash...
He eats a power pellet, then all the other fighters turn blue and he just has to touch them and go flying.
Like Super Sonic, but without flying. So easier to control, but he just keeps moving forward.

You gotta believe me when I scare you away, all that I wish for is that you would stayI already mentioned it the last time it came up, but as much as everyone likes to talk about how strong of a "history" Pac Man has with Nintendo, it all ultimately comes down to marketing.
Mega Man got in for two reasons: 1) he is the face of Capcom alongside Ryu, and 2) he was the most requested character behind Sonic. His "history" with Nintendo is entirely incidental, though my god did it help.
Third party characters are special cases. If Nintendo's gonna go for it they're gonna want the most bang for their buck, and holy shit legendary generations-spanning icon is an opportunity oh too good to pass up. Give Sakurai a little time and he could probably come up with an amazing unique moveset for him like he's done with all the other newcomers so far (except maybe WFT, and even then the WTF factor's so strong it doesn't matter).
Maybe it won't be Pacman.
Maybe it will be the Galaga ship.

The 3rd parties tend to be characters with a lot of history with Nintendo.
Sonic is immediately obvious for his rivalry with Mario, as is Mega Man for his series's great prominence on the NES.
Snake's something of an exception. If you'd asked me what Konami character would be likely, and hadn't mentioned Kojima being friendly with Sakurai, I'd have said Simon Belmont, for the NES and Super NES being the birthplace of his series, and most of the Classicvania style games.
