I think the big issue with Pac Man (aside from him being a has-been trying to be relevant) is I can't think of anything new he could do. The only thing I can think of is Butt Bounce, which would he a bouncy ground pound.

I'm of the impression that Samus doesn't have any kidneys because she's a trophy.
But then there isn't much in Super Smash Bros that's real. Figurines of Nintendo characters fight each other on a two-dimensional plane in three-dimensional representations of their settings, and "death" is flying off the screen followed by regeneration on that same stage.

Regarding the "Bounce Pad" for Pac-Man: I'd rather not se yet another 3rd party character with a spring Up-B.
As a fan of the Soul Series, I'd still rather not see a Namco fighting game character in Smash. They have more than enough fighting game experience as it is. Lets see someone new.
Also, it's not like Smash is bad at coming up with movesets, for Pac-Man.
