I actually researched the whole Diddy/Dixie team thing.
It was definitely planned, but got scrapped later due to technical problems.
"In fact, Diddy Kong was going to put out a pair and Dixie Kong. Going such a system to instantly replace two people in each time you touch the key. I've cut and early if there is a hard part in various ways." is the badly translated version of "じつは、ディディーコングはディクシーコングとペアで出すつもりでした。タッチするごとで二人を瞬時に入れ替えるようなシステムをつもり。いろいろと難しい部分があって早々とカットしました。"
To be honest, I got no idea if they'll try it again, or even if they do, if it'll work. But I do wish it happened, since I really want to see Dixie in SSB as playable. I'm fine with her solo, and Diddy being solo made a pretty good character too.

Two main reasons; There wasn't supposed to be a Diddy solo anyway, and because them being a team is a fairly important thing back during Donkey Kong Country. Both ways work well, as Diddy being solo was also something that happened later on anyway, namely his playstyle in Donkey Kong 64.

Shadow?Though I don't know whether that was a factor in it not happening (I'm actually thinking no, since it seems more like an afterthought), I bet being able to do both Diddy's Jetpack and Dixie's Hover at the same time would make a lot of the platforming ridiculously easy. Like Peach with the Tanuki Suit in 3D World.

From what I've gathered, they might've been like Zelda/Sheik with the other one just appearing onscreen but not actually playable until you switched out.
So that might have not been an issue. I do wonder what key that would've been, albeit, he meant button obviously. Could've been a B move, or even the D-Pad. Or something else.
Shadow?The Rocketbarrel hover and Dixie's hair-spin could be a Peach-like hover and third jump, respectively, and the Up-B could be the tag-team throw where the other one magically flies to where the other one lands.
A better-translated version of that quote would be "In fact, Diddy Kong was going to be part of a tag-team with Dixie Kong. One character would instantly swap out for the other when you pressed a button. It was too difficult to implement for various reasons, so it was cut early on."
The only anniversaries that have been commemorated with a character reveal are, to my knowledge, Peach (her in-universe birthday), Zelda (A Link Between Worlds), Lucario (Brawl), Luigi (Dream Team)
, Toon Link (Wind Waker HD)
, and King Dedede (Triple Deluxe)![]()

A sizeable enough number for some people to think every popular series release anniversary will have a character reveal despite it not being a hard-and-fast rule (as far as characters who have a decent chance of making the roster go, Pac-Man was released in Japan on 05/20/80 and Punch-Out was released there on 11/27/87, but neither Pac-Man nor Little Mac were revealed on those dates) - also note that none of them are newcomers.
Maybe a DKC character will be revealed anyway. We'll see. When's the Nintendo Direct going to be out in the West?

You also forgot that they revealed King Dedede around the same time as the Japanese release of Kirby: Triple Deluxe. They also revealed Sonic in the same month they announced him in Brawl (October).
Speaking of Dedede, I seriously hope they announce...Meta Knight! Not today, mind you, but soon.
