Namco also made Star Fox Assault which was still a good game. So Namco has three characters that could represent them.
Fox, Link, and Donkey Kong.

I bet no one would be advocating for his inclusion if Namco-Bandai wasn't developing.

Also, I've seen a lot of rosters with him on it even during Brawl's, so it's not really a Namco-Bandai developing thing. He's just a popular character people want in. Mega Man had a similar treatment. However, I do believe that some definitely think he's a shoo-in just because they're the developers(and in some cases, I can confirm that). But yeah.

Sakurai has to go out of his way for 3rd party characters and deal with lots of legal wrangling, so it makes sense to go for big names like Mega Man or Sonic and much less sense for current minor-leaguers like Pac-Man. Mr. Game & Watch and R.O.B. are Nintendo-owned and thus not nearly as hard to include.

Even if, say, Capcom stopped releasing Mega Man games outside of Nintendo, the company itself would still be third party. The company has to become first or second party before we have a chance of getting a second of their characters. Since every third party character is "special" and Sakurai doesn't want that many anyway, it's been reasoned he's doing one per company max due to all his statements.
Nightmare(with Siegfried costumes), Klonoa, Cress, Lloyd Irving, somebody from Tekken(I say Heihachi, due to his guest appearance in Soul Calibur II. It suggested to me, due to zero experience with Tekken's story, that he was a very important character. I may be wrong though).

Shadow?Heihachi was that series' first Big Bad, and the main characters are him and his family. It's really a matter of what generation of his lineage is being the biggest asshole at the time.

@Eevee: The problem with that idea is size. Eevee is about 1'00" (0.3m) in height (or in lenght? Not sure). Eeveelutions on otherhand are around 2'11" (0.9m), meaning that either they have to change Eevee's size in its alternate costumes, screwing the balance, or they have to scale up/down something, which is just huh. Besides, it would mean Eevee has to have 8 different models each with their own special effects for moves. Resourches ain't free, you know.

He's a main character. Tekken isn't so much about one character in particular, as much as it is about that family of character's relationships to each other and the rest of the cast.

Costumes kind of have to be up to scale. Otherwise, the hitboxes get screwed over. I think a lot of people forget this. This is why no costume is supremely different from another. Or more or less a Palette Swap each.
Also, there is nothing wrong with Kostya preferring Sylveon. And his reasons are pretty justified. I see both points as pretty fair.
I want to see multiple Gens represented, but I also concur that properly implementing Eevee(namely its ability to throw) would be pretty difficult.
Well, he's the only one I've ever seen be a Guest character, so he's my automatic go-to guy. Anyway, I don't know the story, so I'll drop from that conversation.
