Considering they're not from Sakurai's Kirby games, I'd say the chance is less likely, but it's possible. Probably not, though. I don't know what they would do. Maybe Gooey could appear, though; he'd either restore a small bit of your health or wrap his tongue around someone and steal their power, possibly using it for a short period.
From what I understand, Sakurai doesn't dislike Kirby Air Ride. It wasn't the game itself that made him quit, it was the stuff he had to deal with while making it (I think there was some Executive Meddling, but I forget what exactly).
I'd love to see a Kirby Air Ride sequel, though. Mainly for City Trial, the best mode. :P

And whether or not he'd work as a playable character, I'm pretty sure that the US at the very least would riot and revolt if he was made playable, and I doubt very much they'd risk alienating nearly an entire countries worth of potential buyers (twice, in some cases) by including a character they know full well is hated in that part of the world.

Nope, migrated. He already had his own games and decided to stick there. His key role in the Zelda games is usually "provide a map". Other than being necessary to finish some games, he didn't do much else.
Also, I don't buy the game would have any real trouble selling because Tingle is playable. Those that don't like him will use him as a punching bag and those who do will play as him. The only time it'll be annoying is any forced parts, which is beyond easy to avoid by having zero event matches that require you to use him. Likewise, 2/3 of the world he's popular in. That's more than enough.
I doubt it'll really alienate the fanbase at all. A tiny slew of customers lost is meh when they'll still have plenty left over, with pretty much as many new customers coming in. The only popularity really that matters would be if Sakurai acknowledges that he's notable enough around the world for playable, which... he is. The only thing actually setting him back at best is a good moveset. SSB will sell like hotcakes. Mewtwo not coming back did not much affect Brawl's sales either, and that was a major blow to a lot of fans. Having Tingle being playable would have even less of an impact.

No, no! Dear goodness no! Tingle's "series" consists of two games, plus that Dolled-Up Installment of Balloon Fight. Giving him his own logo because of that is like making Luigi counting as a Luigi's Mansion character rather than a Mario character.
Because Warioware came out like two years after Melee.
