I don't know what's the problem, if a PS1 fighter could handle over 200 playable characters and still add a few more NP Cs, I'm sure the 3DS can handle a hefty roster.

Why, though? There are bound to be about as many characters as Brawl, maybe slightly less, and half of the ones in Brawl look redundant to me, anyway.
I mean, I guess you could be upset that Wii Fit Trainer took a potential spot for an actual cool character, but eh.

x3 Sorry, I was thinking of Melee when I said that. I though more of the characters from that made it over than actually did.
Still, you could probably cut out Toon Link, Jigglypuff, Lucario, and one each of the Fire Emblem, Starfox and Earthbound characters if you absolutely had to.
Which they shouldn't.

I don't outright expect all Brawl characters to come back, though. Maybe, maybe not. For Pokemon, they might add one more slot on the select screen for Mewtwo and bring everybody back. That's a good list. Gen V and VI don't have as many standsout as they used to, or the same high popularity. Not that I don't want characters from there, of course.
Fire Emblem might have 3. Who beyond Marth? Could be Ike and Chrom. Could be Ike and Roy. The only one I don't see is Marth, Roy, and Chrom for the full list. Ike is very popular, well more than Roy, so I think he's good to stay. I want Roy, Hector, Lyn as potential third choices after Marth and Ike, though. I think Lyn has a slight chance, since she has an attack and animations from Brawl. But I feel many Assist Trophies have a chance in that same way. Little Mac is another(and I would love to see him in).
Shadow?The only franchise that I wouldn't mind going down in characters is Earthbound. I think Jigglypuff, Lucario, and Falco should be cut but I'd replace them with someone else from their franchise rather than leaving those spots blank.
Then you have franchises like Fire Emblem, Metroid, and Pokemon that could easily justify having more representation.
I'd like it if they dropped Ike and had Marth, Micaiah, and Chrom. Lyn would also be nice but I don't know if Fire Emblem is big enough to justify having four characters.

Rosalina and Luma are bad examples. Luma only sometimes shows up for some moves. It's not basically its own character when entered. Ice Climbers(and Pokemon Trainer) are the only ones to have two models on the screen almost all the time, moreso on Pokemon Trainer.
Olimar and Pikmin are closer to how Ice Climbers work. But, then, nobody plays like the Ice Climbers do whatsoever.
Big models alone might be the issue itself. Something most of the others don't have. Not an Olimar problem. My guess is that Rosalina and Luma don't have the same issues since Luma only sometimes shows up, and disappears often enough to not push much processing power. Pikmin definitely would push out more around the Ice Climbers level due to them being onscreen very quickly and staying there(unless killed). Luma is closer to how a Pokeball Pokemon or Assist Trophy shows up.
On another note, I have a feeling that how many Pokeball Pokemon and Assist Trophies that can be onscreen will be reduced in the 3DS for a similar reason.
