Also, Pac-Man has known Mario through the Mario Kart Arcade GP series and Pac-Man VS, so it's not like he's unknown to Nintendo.

Well, Pac-Man just recently got a TV show and a new game. How exactly do you determine "relevance"?

Judging by all the games in the UGSF series, it seems that Taizo Hori is the most notable protagonist.

That is TECHNICALLY true, but Pac-Man has been relegated to the purgatory of cheaply made bargain games for ages at this point. Namco hasn't made a serious effort involving him in years.

I'd far prefer any given Tales swordsman.

Cress was the first, and on the Super Famicom, and has the biggest moveset to draw on.
Lloyd popularized the series in the west, and has a lot of Cress's moves.
Emil has a somewhat different fighting style, including some more smash-y moves and buffs
Luke got his game re-made on the 3DS, and stands out from Cress by being more of a Zelos-type swordsman]]
Asbel is a very different sort of swordsman than Cress, and was originally on the Wii.

Namco hasn't made a serious effort involving him in years.

I've heard really great things about Pac-Man Championship Edition DX.
