Being used in competitive play doesn't mean anything and is a pretty poor reason to justify someone's inclusion. Daisy is one of the most used characters online in Mario Kart Wii even though she's The Scrappy. People just use a character like that because their effective, not because they actually like the.

Mewtwo is the most iconic legendary Pokemon ever. He doesn't need to show up in the most recent game to be "significant". It's like how King K Rool doesn't need to be the Big Bad of every single DK game to keep his title of the series' villain.

But Ivysaur did show us that quadripedal fighters (that don't rear up on their hind legs like Pikachu) can work, so something like Torterra or Metagross isn't really outside of the realm of possibility.
Which isn't to say that I think them more deserving than Mewtwo (because, I mean, come on), but they could work as well as any other Pokemon.

Ivysaur is smaller. Ivysaur is more agile. Ivysaur uses his vines to substitute for hands. Ivysaur isn't the size of a family car.

As for grabbing things, the Torterra line doens't have Vine Whip, but I suppose one can do a lot with the powerful jaw of a snapping turtle. In comparison, Metagross is a much more difficult to deal with, as his mouth is on his underside, like a squid.
This is all hypothetical, of course.

Well, for my part, I'm not seriously considering Torterra (or Grotle) as a playable choice. There's far more usable Pokemon. My only point is that the fact that Torterra's a quadriped isn't really a major opposition to its chances. There are major opposing forces to him, but I'm jus saying that's not one of hem.

Ask someone who's seriously considering him. This is more of a thought experiment to me.
Unfortunately, the fact that a quadripedal shape can work for a playable character is almost pointless information, as the only other series I can hink of with such characters is Fire Emblem. Either someone on a horse, like Eliwood, or a Taguel, like Panne.
