I would think that if it wasn't for the characters having fighting positions and idle animations would cause the same effect if timed right for a snapshot.

So because of that I'm leaning a little more towards stage hazard now...

Though to be honest, I don't think it matters really.

I remember someones saying that the rails not being present in the screenshot with Sonic and Mega Man fighting the Yellow Devil meant the platforms weren't there, but this screen clearly shows the platforms are still present even without the rails.

Smash's gameplay isn't suited for 3D. The closest you'll ever get is probably Kid Icarus Uprising.
As for a Smash RPG... that should be left to the fans.
A Paper Mario style Smash Bros. would be the best thing ever.
Actually it isn't. 2.5D originally refereed to games like Doom, using sprites to give the impression of depth. Nowadays it tends to be used for games that use polygonal models but still take place on an x and y axis.
