Lucario is in because he was one of the first Gen IV designs shown, and had a movie (one may have had to do with the other). Sylveon was also one of the first Gen VI designs revealed, and had a pre-movie short film dedicated to it (missed out on the full movie because of the shift in the release schedule; although I don't think we know what movie 17 is yet.
Lucario is the mascot of Gen IV. Fact.
It's also notable because not every generation has a mascot. Gen VI doesn't, Gen III doesn't. Some people think Pichu is Gen II's mascot but Pichu didn't really get promoted until Gen 4 came out; seems awfully late to promote the apparent mascot of the gen.

Actually don't. Because that's wrong. He's the face of Gen IV whether you like it or not. And even if we use the shallow advertising rule, he's still important for his role in X and Y as the first pokemon to mega evolve, and one is given to you.

I wouldn't be that happy either to be honest, and I like the show. As much as I don't want Pac-Man in for lack of Nintendo relevance, ponies have even less. At least Pac-Man is actually on Nintendo consoles...

Experience has taught me to investigate anything that glows.I'm going to have to agree on Lucario being the unofficial mascot of Gen. IV, but that's just me.
For similar (less mascot-y and more ensemble darkhorse-y reasons) I'd be fine with Blaziken being playable. I'd still prefer bringing Lucario and/or Mewtwo back, though.
