Yes, she's recurring. But she's also minor in the majority of her appearances.
I'd rather someone more major. I don't know who, because I don't play FE, but I do know there are some more major characters they could choose.

To be honest, I was expecting the 3DS version to have the same sort of AC stage as the Wii U version (minus the city area). Although this is cool, the only problem is that if they ever port the 3DS stages over to Wii U as DLC or anything, then there will be two AC stages, and I don't think AC has enough games to warrant two new stages in one game.
Then again, they're will probably be double the amount of stages for most of the series in both versions of the game combined, so I guess it would balance out.

As for the the multiple stage per number of games, MOTHER has had two stages per game since Melee for three games while Animal Crossing has four, five if you count the N64 Japanese only original.

Yeah, but Melee gave pretty much everyone except Ice Climber and Game & Watch two stages. And Early-Installment Weirdness. Also, Brawl only has one new stage; Onett is a returning stage, not a new stage. I'm talking about new stages.
It doesn't matter. They'll probably end up giving Mario eight new stages between both games.

For example, if they just went ahead added Ghirahim now because he's recent, they aren't thinking about things in the long-run. By the time the next Smash comes out, he'll be irrelevant, and then they are stuck with the options of either cutting a character which will annoy his fans, or keep him while he continues to be irrelevant while more important characters don't make it in because of him. It's a fifteen minutes of fame thing, you know.
That's why I don't want characters to make it in simply because they're recent. Because we don't know how long they'll stay relevant for. That's why I feel it's better to add characters who have been around longer before we add them; because we know they've stayed important for all that time, so therefore won't be irrelevant by the time the next game comes out. We don't want another case of Jigglypuff.
So if Chrom is still important in five years by all means add him. But for now it just seems like a spur of the moment thing. People need to think about this in the long run.

And on the topic of Fire Emblem, yeah, since the games are Non Linear Sequels, it's kind of hard to determine real "major characters" since they change every game. Anna is a pretty iconic recurring NPC and Tiki has been in two "continuities" per se, but they kinda have to go with the recent ones if they want to have characters because the recent ones are the relevant ones.
Ideally, they'd have characters to represent every saga, but that's incredibly unlikely at this rate.
That said, I would absolutely kill for Hector if they want to represent the Elibe saga.
That's why I feel Ike deserves to return. Because he's like the only lord besides Marth himself (and Leif, I think) to be the starring Lord of more than one game.

Chrom can at least use Lances as Great Lord, and while he should stick with Falchion as his main weapon, I could easily see a Javelin toss as a special, at least.

Also, I really hope they keep Onscreen Appearances in Smash 4. I know in the Mega Man trailer we see him beam onto the stage, but in the Mario vs Mega Man video you can see him do the beam-in as a taunt, so it could have been the taunt they showed in the vid instead.
