You miss the point. You see, Ash had a Bulbasaur, right? Bulbasaur, at one point, almost became a Ivysaur. Y'know, how like Mewtwo almost returned in Brawl and how Irene almost had a point with this line of argument.

Porygon has a lot less attack choices than MODOK. Also, Smash Bros. has a bit more standards for playables, for some reason. Not just anyone can get in. If Sakurai can't see a Nintendog viable for Smash, who has tons of moveset capability since he's a dog(and can hold items in his mouth like Pikachu does), how is a Porygon with less ways to hold items possible?

Shadow?Physical moves would be various forms of prodding with its "beak" and perhaps sperating some of the polygons for Rocket Punch-type attacks. Special moves could use Tri-Attack (a three-part projectile that can potentially do the Freeze effect), Lock-On —> Zap Cannon (a two-part move, where you have to hit the enemy with a targeting reticule, then fire a massive electric blst), Magnet Rise, and maybe Trick Room?
Trick Room could, perhaps, create an oddly-colored space wherein heavier, slower characters like Bowser move and attack fast, and people like Sonic move exceedingly slow. If that's too problematic an attack, then maybe something like Double Team, either as Lucario uses it, or as a trickery move. It creates two copies, but your input decides which copy is the real one. They all move simultaneiously, and can fire off what look like real attacks.
Final Smash would be a massive Hyper Beam.

I have a message from another time...PORYGON2 uploads onto the scene!
A: A quick pecking attack.
AA: A quick head thrust while the beak is down.
Side A: A swinging peck attack.
Up A: A quick hopping vertical headbutt.
Down A: A short little kick with its circle legs.
Neutral Air: A flip attack.
Forward Air: A lunging headbutt.
Back Air: A whack with its tail.
Up Air: A brief blast of digital power.
Down Air: A quick stomp with its feet. Meteor Smash.
Side Smash: The Pokeball!Porygon2 attack but with less launching power and damage.
Up Smash: A spinning rising attack.
Down Smash: Swings out with its circle legs on either side.
B: Recover. Locks Porygon2 in place for a few seconds to heal off damage.
Side B: Charge Beam. Fires a short electrical beam that gets stronger with consecutive uses per life.
Up B: Magnet Rise. Porygon2 goes into a levitating state much like R.O.B.'s Jetpack.
Down B: Sharpen. Taking some damage, Porygon2 gets sharper, making its A and Smash attacks do slightly more damage with a bit more hitstun but with less knockback.
Final Smash: Lock-On Zap Cannon. A lock-on signal targets every opponent on the field before firing off a giant blast of electrical energy at them. If shielded, shatters shield immediately. Low knockback but high hitstun and damage. Quickly hands control back to Porygon2 after the shots are fired.

I have a message from another time...Porygon-Z is my favorite of that line. It's the cutest, has the most interesting Pokedex entries, and its name is Porygon-Z.
@Irene: You're forgetting that all Pokemon can hold items. It's not an issue whatsoever, because that's canon. It has a basis.

How is it a strawman? You said Ivysaur is important to the anime because it had its own episode and made some other minor appearances. That applies to 99% of Pokemon.
