I don't think Punch-Out was in Animal Crossing.
Those are the Wii Sports boxing gloves, though.
So Villager is primarily Animal Crossing, but also partially represents the Miis and the Balloon Fighter, for whatever reason. I'm not complaining, though.

Villager does not factually have Mii stuff. That's just a guess. With nothing to really back it up beyond "It looks like that."
Only thing that he does have indefinitely is the Balloon Fight reference. That can be confirmed or is near accurate by far. He matches the exact movements and has the exact helmet. The other stuff can easily be from his game. It's not just the Punch Out!! game itself, but it's the fact AC also has Boxing relating items, same with Bowling. It's not hard to imagine that if he has items related to that, him being able to use Boxing Gloves makes sense. It's just taking the idea slightly further.
Literally, you can find all of his actions related to the various AC games, including the extra playable games inside. He doesn't have any exact attributes to Miis beyond him also being a blank-slate Player Character. Which has zip to do with moves. We also got Wii Fit Trainer, who represents the Wii so far by herself. There really is no saying Mii can't get in, whether people want him or not is unrelated here. They aren't already represented either, just people think Villager has their moves(which is completely unproveable). I'd love to see them in, and the only thing I could see preventing them is Peach having a lot of their known moves, like the ability to use a Tennis Racket and Golf Club... unless they were somehow a blank slate to put in moves from, it doesn't seem like they'd bring anything new to the table in concept or gameplay. Not that they're already repped, which is not actually the case.(from what we actually know)
Shadow?Assuming the moves are based off of Animal Crossing is also a bit of a guess. For all we know they could be unintentional references to Wii Sports AND Animal Crossing alike.
And Miis would have plenty to work with anyways, even if Villager does one of two things they do... issue is if you can play as yourself online would be flooded with Miis, which is why I'm all for a generic (or a notable) Mii, or even Mii Assist Trophies if you want to have your Miis be in the game somehow.

We shouldn't assume where the rest of his moves come from, at least without some kind of decent source. I find it hard to believe most of that is a Wii Sports reference when all of those just as easily make sense within the original games in some way.
It shouldn't be treated as either case anyway. I'd wait to see more information. Even a Player's Guide is better in this case. Since sometimes that is more accurate and isn't pure speculation.

Also, it is kinda a bit too much to assume that Villager's moves will have any impact on the Mii's chance (which is actually pretty good, to be honest, given the level of wackiness they would add and their prominence)

makes me wish Mega Man was a bit more expressive. I get that he's supposed to be emulating his NES sprite, but he's kind of got an emotionless stare going on.
RE:Miis: I say we wait and see. I'm pretty sure they'll be included in the game somehow, even if they end up not being playable characters.

To be fair, it's not like balloons are absent from Animal Crossing - heaven knows I've popped enough. Admittedly, the Balloon Fight helmet isn't in there, but it's not completely out of left field. Unless, of course, it turns out said helmet is an item, and that they've only shown it on Villager so far (if they did that, I'd guarantee his Up + B move would be the fishing pole). Also, as a side note... the Balloon Fight helmet is from Nintendo Land? Oh, the amateur historian in me weeps.
I admittedly like the idea that there'd be some kind of interactivity between Animal Crossing: New Leaf and the newest Smash related to the costume... but given the sheer number of options (I probably have about 100 different clothes items that I can switch between right now - in combination, probably around five thousand outfits), I think it'd be too much data drain that could instead fit another character. While I'd love to see my current outfit (doctor's coat, kilt, plaid socks, climbing shoes, top hat, steampunk goggles) in play, I think I'd rather just see another character make it.
All things told, I think I like the idea of the Miis acting like the wire frames/fighting polygons/fighting alloys. It'd be pretty funny to see various permutations of the people I've run into on Street Pass suddenly trying to gang up on me. Especially the confusing moment when I end up smashing my Mii out of the stage. Also, it'd be much easier to implement.
Reminder: Offscreen Villainy does not count towards Complete Monster.Wasn't Balloon Fighter in the running for the spot in Melee that Ice Climbers had, like Pit? Since the other two are already here, maybe Villager having his recovery be the balloons is their way of bringing Balloon Fight to the roster to rectify cutting Fighter without needing to make up an entire moveset, and Balloon Fight in Animal Crossing is just a happy coincidence?
