There's no reason to keep Snake. Kojima got his favor, and he should be rotated out in favor of the new 3rd party characters.
Here's hoping Link has also been buffed now that Toon Link is back. While Melee favored the mid-weight speedy characters above all, Brawl favored the lightweight fast characters (so still no Kirby
) to make them annoying as fuck, and Toon Link was at the head of that pack.

Simon and Snake are both owned by Konami, but Snake has the advantages of having been in Brawl and Kojima and Sakurai being friends. Meanwhile, Simon could very well be at a disadvantage if Sakurai doesn't want to double-dip third-parties.
Which is a shame. Oh the money I'd give for a Captain N team.

Yeah, my hope for Simon to get in is pretty much minimal considering Snake has the best chance of returning.
Since Mega Man's reveal, and assuming Sonic and Snake are back, I'm hoping Sakurai will at least include one more third party character to even them out with four, preferably someone from Namco-Bandai.
...I didn't realize Sonic didn't have two fighting games under his belt, which he had some moves from.
While Pac Man has... one fighting game(Any besides SFxT?), he didn't fight directly as himself. So they didn't even try then either. I have no doubt Sakurai could make a great moveset, but he doesn't have as much to draw from as some characters. Sonic's moves did a pretty good job of showing off his series. They overdid the spins, but he damages a lot of Badniks that way in his actual games.
Shadow?I was wondering, if Stanley was ever put in the game for some reason, would he be considered a Super Mario rep or a Donkey Kong rep?
Eeyup, Sonic The Fighters and Sonic Battle. (3 if you count Fighting Vipers) And didn't I just list all the Pacman games Sakurai could pull moves from?

There are 3 Links possibly seeable in the 3DS version. Conductor Link in the Spirit Tracks stage, Toon Link, and regular Link.

You're thinking of Sonic Battle. Sonic Rush isn't a fighting game.
But Sonic does punch and kick in a similar fashion to Fighters. Anyway, he drew from a lot of his series. I'm sure Pac Man has some neat stuff to work with, though. Not on Sonic's level, mind you. I mean, he has a Hang Glider in one game, so...

I don't find that he has anywhere near Sonic's level of move choices, but he isn't very lacking at this point in time. He can also fly in the new show. I could see him having an eating move akin to Wario/Dedede's a bit. But it'd be without copying, or maybe spitting them out where they're unable to deal or take damage for a while, as a nod to how he affects Ghosts.(that could also work for a Final Smash)

And yeah, Sonic Battle is filled with great moves. I like that it has controls in a similar vein to Smash as well.

Sonic could and should be a shoo-in for returning, and if they can't get Snake back for some reason, they could get the Nintendo-Friendly Simon Belmont.
