I doubt popularity is that big of a factor for entrance to Smash. Wii Fit Trainer not being expected and not getting any requests was exactly why Sakurai put her in.
Don't know why that would affect Crash and Spyro. Besides, I say Spyro has more content to offer. At least three Big Bads, and at least four playable allies (Sheila, Sgt. Byrd, Agent 9, and Bentley) , supporting characters (Hunter,Bianca, Handel, Greta, the Professor, Elora) and one punching bag (Moneybags).

Just because first-party characters don’t have to be popular, doesn’t mean the same applies to third-party characters. The latter have to justify licensing, at the bare minimum.
And have you seen the roster for Crash Team Racing Nitro-Fueled? Even not counting the guests and characters who aren’t compatible with canon or straight-up not even characters, there’s definitely plenty Crash can bring.
My musician pageIf you mean for spirits, Crash has plenty too. Just look at the CTR Nitro Fueled roster.
And Spyro being on that roster makes me think, given they have a long history of cameoing in each other's games, if only one gets in the other may well come with them as a spirit or Mii costume.
