well, a more normal reactio would be POLICE!!
there's defnitely some weird fetishistic issues going on with those two, and maybe it all is like an imaginary friend or giving personality to an innanimate object, it defintely makes you wonder how exactly the two came to associate the breasts with emotions....
do the boobs have personalities themselves? do they take part in the shipping process individually, as a duo or as part of the girl?
Joan's breasts are fairly normal by most standards, although they do seem to have a reputation for bad luck which the twins pick up on. Juliet sees "Romeo's" constant beating as a sign of courage and strength and feels more secure and safer when she can be within arms reach of it. Jack sees "Linda's" misfortune as a sign of vulnerability and feels that his life now has meaning since he feels he can protect it. And Joan, to the twins at least, takes on a sort of Evil Stepmother role since she tries to keep them all separated. Eventually, Joan cracks and allows the twins to "marry" her breasts. It all plays out as a strange romantic tale of true love gone awry.

i just though it would be more interesting it the breasts spontaneously spouted minds. Y'know, for further romantic complications.
I mean, its not like it will stretch Willing Suspension of Disbelief that much further.
Nipple Fixation Syndrome (as identified by Dr Tibbles in late 2010): NFS is an obsessive disorder, characterised by a recurrent fixation towards a certain someone's breasts. Symptoms include an irresistible urge to cuddle the head in said breasts, make cat-like "mewing" sounds when satisfaction is found, and the breasts bearing imaginary, siren-like voices — There have been cases where NFS-sufferers attempted to carry out prolonged conversations with the breasts, on topics like cup-size, the type of bra being worn, and Kittens. Needless to say, this often results with accusations of perversion, followed by a hard slap to the cheek.
Research says NFS may be related to Fluffy's in his Pants Syndrome, associated with females.. (more boring medical-babble following)

Sounds like the twins probably have some sort of psychotic disorder. Probably would be considered Psychotic Disorder NOS by DSM classification. Freudians would've had a field day with the twins, of course, but they'd be mostly wrong - chances are that it would be primarily a biological abnormality, possibly set off by stress.
If I'm asking for advice on a story idea, don't tell me it can't be done. While this is idea does have comedic parts, I'm not sure I can use the "Boys will be Boys" excuse as both the twins are actually compassionate with their advances. Going off the Psychotic Disorder set off by stress, I'm imagining the twins as having grown up with an emotionally unstable father and their mother would keep them safe when he went on his angry rants. At some point, the mother probably died and despite his best efforts (and trust me, he was really trying) the father would still sometime go off on an angry rage at which point the brother probably became the protector. How this eventually leads to both of them becoming enamored with Joan's breasts is a problem worth thinking about.

Warning: "WTF AM I READING!" ahead.
Here's the set-up, there are these twins, a brother and a sister, who fall madly in love with the heroine's breasts. Juliet, the girl, looks upon the right one ("Romeo") as a sort of comforting figure in her life while Jack, the boy, looks upon the left one ("Linda") as a sort of emotional anchor. All the while Joan, the girl who the breasts are attached to, is reacting like any normal girl probably would: She's freaking out. Would this be the kind of reaction Jack and Juliet have if they had lived isolated or abused lives?
Sample Bit:
Juliet: I hate this part of the movie! **buries head deep into "Romeo"
Jack: Don't mind my sister, she always hated these kinds of movies. **caressing "Linda" comfortingly**
Joan: **to Andrew (her boyfriend)** HELP!
