I'd rather see a Fallen Hero who undergoes a Face–Heel Turn. It would drive home how much life has moved on since the old gang broke up.
A card carrying villain like the one in Antagonist
, a Magnificent Bastard, or a Complete monster. To me it sounds like your story doesn't need an interesting villain. The whole schtick of it looks like (though I'm probably wrong) "Old hero trains super-powered kids to become heroes", and for that, the story is very centered. Villain shouldn't (in my opinion) have a character arc, or development, or be a Well-Intentioned Extremist, or really interesting. It should be some sort of Sauron that's there to be defeated. Not a person, but an evil force of nature.
Your story (to the untrained eye) sounds like an action comedy/parody in the Magical Girl Five-Man Band setting. The story wouldn't be so much about the struggle between forces of good and evil, or Gray-and-Gray Morality. It would be about the kids learning to use their powers, their teacher trying to put up with them, and the million internal conflicts they can end up having. The villain could be a final test or whatever. Something to show how they've matured, they can fight him/her in the beginning and get their butts kicked, and fight him/her in the end, working together, with their new skills and knowledge, and defeat him/her.

Give a man a fish, feed him for a day. Teach a man to fish, you can't sell him fish anymore.That's good. Seeing as I've got everything else sorted out I don't actually need a main villain, maybe a couple of criminals or the occasional person from their teacher's past show up once in a while.

So, I've been working on a story but I need a good villain for it, can any of you help me?
Carlos Brenson has just come back to England after spending the last 15 or 16 years of his life in Japan and has become a History Teacher at a school. Carlos used to be a Mysterious Protector for a group of Magical Girl's, the team split up a few years ago after they defeated whatever it was they were fighting. Carlos thinks that everyone can settle down and get a life but unfortunately some of his students are developing powers similar to the ones he and the other D-Lolita's, and then The Hero and The Lancer from his last team show up with a pair of Creepy Child Mages in tow and as Carlos is the only member of the original team who isn't either dead, going through a long case of Heroic BSoD or seriously injured it falls upon him to train the children into the next generation of D-Lolita's.
Problem is I need a good villain, probably The Remnant of whoever the original team went up against, but anything's good. Any suggestions?
