YES/NOOne way to do this with a "practical" quantity of cars might be to equip them with flotation devices (giant airbags?) and use them in much the same way as one would build a pontoon bridge, then build a roadway on top. Of course, anyone with any knowledge of how oceans work would understand this to be an awful idea.

The problem with that is that now that modifications are allowed, why don't we just build a pontoon bridge? But since that would not work either, just have a single segment of a pontoon bridge and have it move around. Congratulations, you have a ferry!
A lot of these are definitely very What If?, but I'm struggling to imagine a scenario that leads to Randall bringing up Pokémon eggs.
