This actually strikes me as kinda a plot hole though. If Elf salvaged these things she knew had cultural importance, and that the UPA were the wrong hands for it to fall into, why would she not give them to someone else during the evacuation? She very much premeditated letting herself get captured, and did not expect to escape or survive.

No, the talk is about evacuation. She didn't send the fragsuit or her cargo through the evacuation gate. She kept it with her while planning her suicidal surrender.
I suppose she may have been expecting her gear to be handed over to the fobottr alongside the ship, but that is not a very smart expectation. On the other hand, she was kinda broken down at the time.
Those tlumnphs do not belong to the Space Pope. And honestly, I can see Captain Foxworthy's point here. She has no idea if this is some sort of power grab, like a standing president showing up at the widow's house and claiming ownership of the deceased's memoir because they're a citizen.
Have you had a chance to read the RPG's entry on Gripp? Because this particular Space Pope is the head of an organisation specifically dedicated to preserving these items when their original owners die. Hopefully Gugro will be able to explain this issue quickly enough.

Frankly, it makes sense for this particular request to be denied, and I get the impression that this is going to lead to the proposal of another way of helping protect the vulnerable here that doesn't require bending the rules 170 degrees.
The Space Pope doesn't strike me as being a bad person. I expect that this might be a test of character. Regardless, I expect the answer to be something along the lines of 'All you do is recognize what has already happened, if you don't, then don't, but that doesn't change what is happening here.'

Update. There's a lot going on with this one. Chinook-Prime is sequestered and getting therapy, but her long-gun ships are out there, each with a copy of her crazy version. They don't have spotters, though, which helps limit the damage they can do. The original oafans are back, so they can share their advanced knowledge with the galaxy (and help with Chinook), but they want their stuff back. Legally I think the Toughs don't have to give them squat since galactic law is pretty loose in regards to looting the dead, but Petey and the other god-AIs are going to negotiate a settlement anyway. I wonder if this means the Toughs have to move out of Jumpstar Prime. I hope not. At the very least, I suspect they'll lose Breath Weapon.
On a technical basis, all blame can go to T'kkuts-Afa's choices and actions.
Tbf, Breath Weapon is atm pretty much useless as a Warship anyway with the damage and I doubt anyone but the Oafans have the capacity to fix that anyway. Getting a nice Petey-negotiated settlement might be a way out.

Sometimes, leadership is teaching people the right thing to do and putting them in a position to do it, even if that wasn't necessarily the original intention. So the commodore is being diplomatic, yes, but he's also being sincere.
Also, when the biggest gun in the immediate neighborhood (i.e. not the mysterious long-gunner, who probably is or is related to the panu'uri) is buddying up to you, at the very least, you're in a position that's steadily improving.
Of course, we're still in part 1 of this storyline, so let's not fool ourselves into thinking that things are only looking up from here.
