Theoretically you're supposed to have probable cause, but the definition of "probable cause" is pretty flexible when you're a traffic cop — hence the phrase "driving while black".
On big party nights (Halloween, New Years') in college towns it's not uncommon for the cops to set up a roadblock and breathalyze everyone passing by. I'm not sure what the legalities of this are.
