I think many fans who like the Happiness Patrol only like it for the politics/social issues side of the story. If that were removed, maybe they'd see it as the awful, tacky, badly written and acted turkey it really is.
Then again, it does have the Kandyman, so at least there's a good villain in the story.

...And that's literally saying that the story would be bad if you removed the story. Um.
And like, how can you possibly accuse bad writing, acting or tackiness of something with this scene in it?

I hate that scene. Mc Coy's acting is good (for him), and I'd like to cheer him on, but in real life he'd be shot dead double quick. I'm sorry, I just can't buy into anything about that scene.
The Doctor steals a go-kart that is very loud and goes about five miles an hour. He could run faster than that. He could WALK faster than that. And the Happiness Patrol take shots at him from ten feet away and manage to miss him. Yeah.
After watching that for the first time, no amount of social commentary could save the story for me.

...It's actually based on some real life facts.
And you grossly misunderstand the relationship Doctor Who should have with real life to begin with.
