Terrance Dicks was still in charge when "The Time Warrior" was written. And it was he who conceived of Sarah Jane as, one supposes, a way to shut down feminist critique of the show. So if Robert Holmes wrote her within those confines, it's probably because he wanted to keep his job.
And "The Monster of Peladon" was Brian Hayes, not Holmes.
