Yep. Robot made a total of three questions/requests about Loup not interfering with parts of their synth cult, and Loup acquiesced to all three. He covered un-transferred robots, he covered Kat and he covered post-transfer synths.

Yeah, I agree that they knew from the start, only I'm kind of wondering why they're locking him up? I mean, I kind of understand why, only I wonder, if they knew from the start, why did they wait so long?

Clearly they were prepared for a confrontation, and Loup declaring himself is being taken as just as threatening as if he shifted to monstrous form just like he did to Robot. But let’s see what happens next. Words, I expect.

Which is itself predicated on Loup saying "My business is not with any of you" as a tacit accession to Robot's first demand, an admission "I wasn't going to interfere with your or Kat's work in the first place" which, again, because attacking someone interferes with their work, was in part an admission of "I wasn't going to attack Kat".
Guaranteeing the safety of the newly awakened was a new ask Robot gave after Loup ceded his first ask as given. It wasn't Loup saying "I'm not promising that" and Robot giving his lesser, backup ask. It was Robot asking for even more to secure his silence when Loup gave him the chance to make the ask.
Also like, I don't really get the point is of making a claim "He only mentions not interfering with Kat's work" and, when your intent with that claim was challenged, backing away from the thing you brought up in the first place to a different quote that you're taking out of context?
Maybe Loup is interpreting Robot's ask to only cover the newly awakened with the earlier request not ceded, but I don't think that's a reasonable interpretation on our part as readers of what Robot actually asked for in that negotiation.
Like, if Loup kills Kat, thus ending her ability to do her work, Robot would tell the others about Jerrek being him in disguise. Like, obviously. Loup has to knows that. But that's what the terms of their agreement are. "I won't talk if you don't do X."
