There's reason to believe that old lady may be Pril's teacher and Al the Blackcat
There was an old woman in the original game's story somewhere who was cut entirely from Trouble Witches NEO! (thanks, SNK Playmore), but from of the artist's sketches of her she seems to depict her as a scary teacher to Pril. Pril and the old woman seem to have something in common with Ripple and her teacher from Magical Chase: a Cute Witch who's a afraid of her scary teacher. There's not much known about this old woman, and localization of NEO! doesn't help make things any more clear. Only time will tell when (or if) the original PC game gets a proper translation by fans.
Meta: The dub of NEO! reuses some of the Japanese VAs and has them speak English.
Some of the cast have obvious Japanese accents, and the dubbing studio is apparently based in Japan. Considering this is an indie game, it wouldn't be too out there to deduce that they just reused the Japanese VAs for some of the characters. Anyone with an American (or otherwise) accent were probably just tourists. Who knows, though?
