This movie is a merging of two different film treatments, and when it became clear their current approach wasn't working the filmmakers decided to stop caring and just have fun
One film treatment was a mockbuster spoof of The Incredible Hulk and the other film treatment was an attempt to craft a working narrative out of stock footage and animation (a la Ed Wood). The two ideas were merged together to create the treatment for The Amazing Bulk, but when the money was spent and the filmmakers saw how awful it looked they decided to just stop caring and have a good time.

The director Lewis Schoenbrun is a bizarro Tommy Wiseau
He's an articulate, humble fellow who doesn't take his work too seriously, takes criticism in stride and knows how to take advantage of a project which isn't working
