It seems that psychics are an accepted reality in this universe (at least the universe of the third movie). No one questions either Cody or Aunt Sheniqua's incredible abilities, though they are regarded as unusual and helpful talents. In such a universe, it would make sense for the president to have a personal hired psychic on his security team. And while Not-Will-Smith isn't much smarter than the president (joining him in the misconception that all the humans at their party are aliens in disguise), his "funny feeling" did coincide with when the real aliens were arriving at DC.
