And LEGO mixed up which one is which. Why? Let's review the facts.
Before Ultra Agents, Solomon Blaze was a character in the Galaxy Squad theme. There, he was young, clean-shaven, and had some sort of gadget covering one eye. While he does not look exactly like any Ultra Agents character, this much more closely matches the appearance of the agent in 70163 than 70162. Not to mention that LEGO Club magazine describes this particular agent as being an Ace Pilot, which fits perfectly with Solomon Blaze's character.
As for the agent in 70162, take another look at his "happy" expression. With his crooked smile and raised eyebrow (not to mention his mustache), he bears a close resemblance to famed LEGO character Johnny Thunder. This may have been an intentional reference, which would have been further supported had this agent been named Curtis Bolt (since "thunder" and "bolt" are related words). Further evidence lies in Johnny Thunder's origins, since he is based upon Indiana Jones, who is based upon James Bond, who is the archetype of secret agents like the characters featured in Ultra Agents. This would have been a really neat and clever reference if he had been named Curtis Bolt instead.
Thus, it's clear that LEGO somehow mixed them up. The Ultra Agents character in 70162 should have been named Curtis Bolt, not Solomon Blaze, and the character in 70163 should have been named Solomon Blaze, not Curtis Bolt.
