Emiko Queen is the result of Dr. Manhattan's tampering of the DCU like Wallace West was.

It is known the naked blue guy messed around with the DC Universe quite a bit and it's canon in Flash War and The Button that Wallace West was one of the results of this. Given some of the changes to Ollie's history, including Shado being his dad's adulteress, who's to say that Emiko isn't also similarly "new" to the DCU?
