Kuro-chan franchise wasn't received a release in North America due to school shootings (including the Columbine) happened there.

Even though no reason were given or have no plans about it, but was mostly due to guns weapons always being the important main plot point. However, the anime series did get a English dub, but only on (unofficial) VCDs released on Malaysia made by Speedy Video.
