Speculation: The "Resistance" faction that you can join in Cyrodiil is going to be a Mehrunes Dagon cult.
The Resistance is a joinable faction in Cyrodiil meant to fill the niche of being the "stealthy assassin guild," in lieu of any Dark Brotherhood presence in the province. It has been stated by the developers that they do have an actual name beyond merely "the Resistance," but that knowing it would be a spoiler, so there is definitely more to them than meets the eye.
  • The Resistance seems to be mostly focused on opposing and undermining the Thalmor. Morally speaking, this motive is unusually benevolent compared to all of the other "stealthy assassination guilds" the player can join in other provinces, who (from what we currently know) are all simple killers for hire. Making them Dagon Cultists would definitely bring them more in line with their counterparts in the other provinces, morally speaking.
  • While Dagon is typically a malignant figure, he does represent all change, ambition, and revolution, not just the bad kind. A group of Well Intentioned Extremists who wished to enact violet revolution against the Thalmor would still be operating within his sphere of influence.
  • Since Dagon was the Big Bad of Oblivion, it makes sense to give his worshipers a bit more of a focus in Cyrodiil than the cultists of the other princes.

Speculation: Harald Burdsson's quest in Cyrodiil is going to be Sheogorath's Daedric quest.
In the Bruma prerelease, it is implied that Harald Burdsson will have a sidequest dedicated to helping him find items related to the Champion of Cyrodiil. Considering Burdsson's obsession with the Champion and the fact that he's already a little bit of a Cloudcuckoolander, it would make sense for the quest to end with him discovering what became of them and start worshiping Sheogorath, who then rewards you for your trouble. Bonus points if Sheogorath lampshades the fact that he's now got another Adoring Fan following him around.
