Jim Gordon is already Commissioner
- Gordon's rank is never mentioned in the game itself and the "Cold, Cold Heart" DLC for Origins itself ended with the implication that Gordon would succeed Loeb as Commissioner with Hamilton Hill resigning as Mayor—and said DLC even helped set up this game with the Penguin's capture, whereas in Origins proper, he was still at large after completing the sidequest.
