Evox orders his minions to add the evilest villain to his army while Devon and his team investigate a series of robberies around Coral Harbor.

Tropes:

  • Awesome, but Impractical: Robo-Blaze brings up Psycho Red as a possible candidate for reanimation since no villain is more dedicated to seeing the Rangers destruction. Robo-Roxy points out however that Psycho Red's obsession with only killing the Red Ranger is what got him killed before and Blaze realizes, that without the others Psycho's, he won't be much use to them.
  • Back from the Dead: The entire episode is the villains deciding who to bring back to serve in Evox's army. At the end of the episode Evox decides to bring Goldar, the franchise's original dragon, back to serve as his General.
  • Clip Show: One where the villains look at clips of past villains to decide whom to revive.
  • Dirty Coward: When Evox angrily asks if anyone disagrees with his choice, the other villains immediately compliment him on his decision. They do agree that Goldar's a good choice, but they're also clearly terrified of Evox.
  • Even Evil Has Standards: Scrozzle calls Lord Zedd a "slimeball" for blowing up King Mondo and his family with a bomb disguised as a gift. Sledge, who's been blown up by a surprise bomb twice, says he wouldn't want someone like Zedd on his team.
  • Eviler than Thou: The reason the villains decide not to bring Lord Zedd back is, while he definitely lives up to the evil hype, the fact that he double-crossed and blew up King Mondo and his family means there is a very real possibility that he would betray them too.
  • Fake Shemp: When the past characters are shown, most of their voices are dubbed overnote . This is presumably due to rights issues with the original music, technical difficulties in removing the music without damaging the voice tracks, and the impracticality of getting all the available Saban-era actors back for a clip show. Also applies to Goldar in the Mighty Morphin clip, as Kerrigan Mahan does not return.
  • Forgot Flanders Could Do That: Evox praising Goldar's skills and showing a clip of a Megazord battle serve to remind viewers of how Goldar was a force to be reckoned with before Villain Decay set in.
  • Heel–Face Turn: Discussed. Koragg and Astronema were considered as candidates for revival, but the villains recalled how both reformed and joined the Rangers at certain points. Lord Zedd also reformed (albeit, unlike the other examples, never joined any Ranger team) but bringing him back was already out of question without the need to bring it up.
  • Hypocritical Humor: Scrozzle suggests resurrecting Koragg but he reformed. Robo-Roxy then brings up someone powerful and strong...Astronema, who also reformed.
  • Incoming Ham: "I HAVE RETURNED!"
  • "Just Joking" Justification: Sledge's reaction upon learning he's wrong about being more powerful than Goldar.
  • Oh, Crap!: Sledge has this reaction after he tries to show Goldar Maximus up only to get knocked back and then destroyed now that Evox has no further use for him.
  • Pet the Dog: Scrozzle, Robo-Blaze, and Robo-Roxy show some sympathy (or at least try to show sympathy) to Sledge after the Rangers destroy Poisandra. Averted with Evox, who couldn't care less.
  • Pragmatic Villainy: The villains give up on bringing Lord Zedd back because they hold the way he tricked King Mondo as a reason to fear he'd double-cross them.
  • Sole Survivor: At the end of the episode Snide is the only member of the Dino Charge villains to still be alive after Sledge is killed by Goldar Maximus and the rest of his crew are destroyed by the Rangers.
  • Something We Forgot: Goldar's ultimate fate had been discussed for years after his last appearance because, unlike so many other villains, he was never shown getting hit by Zordon's wave. Him being revived and talking about getting new life clarify that he was indeed destroyed at the time.
  • Took a Level in Badass: Scrozzle uses diamonds with the reanimizer to enhance one resurrected villain and make them even stronger then in their prime. This is shown when Goldar is resurrected who instantly destroys Sledge, a previous Big Bad, when back in his own time he often suffered from the Worf Effect.
  • Underestimating Badassery: Sledge dismisses Goldar Maximus as an antique and immediately suffers for it.
  • Undying Loyalty: Goldar Maximus immediately pledges loyalty to Evox for resurrecting him.
  • Villain Episode: This episode focuses more on the villains rather than the Rangers.
  • Wham Line: While berating the others for their failures, Evox announces the villain he wants to resurrect.
    Evox: Someone merciless, who will stop at nothing to destroy the Power Rangers! Show us Goldar!
  • You Have Outlived Your Usefulness: At the end of the episode, Evox has Goldar Maximus destroy Sledge.
