The Navy Yard is evacuated after an intruder is discovered to have died from the premature detonation of a pipe bomb. As Team Gibbs scrambles to find leads, the building is locked down, leaving everyone trapped. And they're not alone...

- Brick Joke: While investigating the dead guy on the roof, Torres discovers the makeshift "break room" and wonders whose it is. At the end, Gibbs is seen chilling there.
- Call-Back: Jimmy mentions that the bulletproof glass in Abby's lab was installed after Ari almost sniped her.
- Epic Fail: The intruders' original plan was to drop a pipe bomb into the evidence vault via the rooftop ducts. Except the one designated to do it somehow blew himself up instead, forcing his teammates to improvise to get the job done.
- Meaningless Villain Victory: The thugs the drug lord hired succeeded in destroying the evidence incriminating him. However, since the thugs gave the drug lord up once they get caught, his scheme created enough evidence to mean that he's still going to prison due to plotting an attack on a government building (including arson and multiple attempted murders). The kicker? The domestic terrorism charge means that the drug lord will get a much longer sentence than he would have received for the drug trafficking.
- The Mole: Someone who nobody noticed before now.
- Nice Job Fixing It, Villain: A drug lord hired some thugs to break into NCIS and destroy evidence incriminating him. While the evidence was mostly destroyed, his plot created even more evidence that would put him away for terrorism (with a longer jail sentence).
- Obfuscating Stupidity: Torres attempts to get his gun out of his desk in plain view of the intruders by grabbing a janitor's cart and pretending to be an irritated janitor who thinks the lockdown is just an annoying, unnecessary fire drill.
- Oh, Crap!: Jimmy, when Ellie's attempt to hotwire their way out of Abby's lab triggers a power surge that kills Major Mass Spec.
- Shell-Shocked Veteran: Unsurprisingly given what is later revealed of her backstory, Sloane doesn't handle being trapped in MTAC by the lockdown very well.Sloane: [raggedly] I don't like cages.
- Too Dumb to Live: The first of the intruders discovered by NCIS somehow blew himself up with his own pipe bomb trying to send it into the evidence locker via the rooftop vents.
