Following revelations of the Sandman case, the FBI joins the case. Meanwhile, Wheeler's struggle in balancing his work and home lives comes to a bloody point.
- Alone with the Psycho: After discovering a clue from the interviews with Bugs Boyd, Gibbs exits the room and visits Luke Fletcher, the VA counselor whom he now suspects is Sandman, at his home, under the guise of seeking his guidance. He deceptively asks for the bathroom, then knifes his way into a locked room, which contains things that prove his suspicions. What follows is a fatal fight between Gibbs and Luke, with the former emerging victorious.
- Coincidental Broadcast: The roasting of Wheeler happens while he is having dinner with his family.
- Don't Celebrate Just Yet: The pundits in the aforementioned Coincidental Broadcast lampshade this while playing back Wheeler's announcement from the series premiere. Afterward, the regional director calls Wheeler up to his office.
- Fingore: One of the Flintport executives is missing a finger. Medical records indicate that the loss was due to a power tools accident, but given the service background, he most likely lost it in combat.
- Freudian Excuse Is No Excuse: Following a fatal fight between him and Gibbs, in his final moments, Luke Fletcher says that he grew up without a family and wanted to protect the Kuwaiti family until his greedy superiors told them to abandon the family. He said the abandonment reminded him of his youth, so he targeted his Flintport superiors and colleagues to cope. Gibbs retorts that while he sympathized with him, he crossed the line when he murdered several innocent civilians as a smokescreen.
- Private Military Contractor: Flintport Security was contracted by the CIA to protect their asset and his family. All that changed when Saddam ordered the burning of oil wells, and the executive wanted those wells saved in exchange for a bigger payday.
