The mercenary Ali al-Saachez is contacted by his employer, PMC Trust, for a mission from the AEU. The AEU Central Assembly meets and agrees to send their military to Moralia, even though doing so will almost certainly lead to an intervention by Celestial Being.
Tieria lets Allelujah out of Ptolemios's brig because they have a new mission. Sergei meets with the representative from the supersoldier program, who tells him that Soma went berserk because someone interfered with her quantum brainwaves. The only people who could do that would be another supersoldier. The representative tells Sergei that he's upgraded the Tieran Taozi to prevent this person from causing Soma to go berserk again.
While riding an orbital elevator to Earth, Sumeragi, Christina, and Feldt discuss Moralia, which is a major sponsor of PMCs. Since the PMCs haven't gone out of business despite Celestial Being's interventions, Celestial Being will have to invade Moralia. Setsuna and Lockon meet with Celestial Being's chief engineer, Ian Vashti. Ian gives Dynames additional weaponry and gives Exia two GN Blades, giving the Gundam a total of seven swords.
Moralia announces a joint military exercise with the AEU. Billy invites Sumeragi (who he knows as "Kujo") to go drinking. They talk about the Graham's anti-Gundam taskforce, their mentor Professor Eifman, and an incident from Sumeragi's past. The PMC Trust gives Ali a custom Enact along with orders to capture a Gundam.
The Gundam Meisters invade Moralia. Patrick tries to fight Tieria, but is almost immediately shot down. Ali fights Setsuna, who recognizes his voice. Ali was the man who trained Setsuna to be a child soldier.
