God returns.

Following the events of Kamen Rider Genms: The Presidents, Gai Amatsu has managed to set up a proper office for his new company, Thouser-Intellion. He revives Kuroto Dan by giving him a Humagear body to possess. Chaos ensues...

Tropes:

  • Advertised Extra: Smart Brain, in spite of being advertised as a major player in this special, not to mention their name being dropped by the title, only appear in The Stinger.
  • Balance Between Good and Evil: The threat of Zein enforces this; shackling the malice-ridden, apathetic Ark to the side of good while the A.I. seeking to learn of human kindness is presented as less than a breath away from going Knight Templar as the Big Bad.
  • Benevolent A.I.: Zein seeks to learn human benevolence. However, Gai's speculation of it becoming another Ark-level threat is further foreshadowed in Outsiders, implying it is anything but benevolent.
  • Big Bad Ensemble: Kuroto Dan, the Ark, a new AI called "Zein" and possibly Smart Brain are set up as players in this conflict.
  • The Bad Guy Wins: Not only does Gai fail to get Dan on his side in the fight against Zein, he, in fact, loses Thouser-Intellion, a company he's spent building up with his own 2 hands, to Dan as per their agreement for their fight.
  • Character Development: The Ark is surprised to hear that Gai wants to "protect humanity."
  • Curb-Stomp Battle: Thousand-Ark's battle with Genm and Genm Musou Gamer's subsequent fight with Thousand-Ark are both one-sided, with Gai and then Kuroto using their new powerups to utterly curb-stomp the other side.
  • Department of Redundancy Department: We get Kuroto, a human who converted himself into an AI, possessing a Humagear body, an AI made to mimic humans.
  • Didn't Think This Through: Played for Laughs. Being revived as a Humagear, Kuroto needs to sustain his batteries due to him having a robotic body. As soon as his operating system starts informing him that his batteries are about to reach zero, he starts panicking desperate trying to find a nearby charging station, but he passes out due to his system shutting down.
  • Distaff Counterpart: Zein, a new AI inhabiting the internet searching for benevolence, which threatens to go down the same route as the Ark in its quest to eliminate malice.
  • Enemy Mine: The threat of Zein is enough to get Gai Amatsu and the Ark to work together to stop it.
  • Final Solution: Discussed. Gai states that Zein plans to exterminate humanity to ensure its malice-free utopia is made into fruition. This plan eventually comes to pass in episode 4 of Outsiders.
  • Foreshadowing: Gai's fears of Zein seeking to eradicate mankind in order to establish new world order and Ark getting involved would set in motion the events of Kamen Rider Outsiders. And Zein's nature as a Benevolent A.I. is further put into question as it would begin to show a more sinister aspect of its malice-free ideology.
  • Funny Robot: Even as a Humagear, Dan retains his insanity.
  • Graceful Loser: Even when defeated by Kuroto, Gai can't help but respect him and find him intriguing.
  • Here We Go Again!: By the time of Zero-One Others: Vulcan & Valkyrie, Gai is left unemployed now that ZAIA Enterprise Japan branch has been destroyed during Kamen Rider MetsubouJinrai's rampage and started building his own company Thouser-Intellion. Given that he had to gamble his life's work in his duel with Kuroto and lost, he's back to being unemployed again, not that he doesn't mind as he's more concerned about the threat of Zein.
  • Interquel: This miniseries acts as a bridge between Genms: -The Presidents- and Kamen Rider Outsiders, as the latter would continue from where Genms: -Smart Brain and the 1000% Crisis- left-off.
  • It Amused Me: The Ark claims to only be involved because it finds Kuroto's antics amusing and wants to see what he'll do.
  • Laser-Guided Karma: Gai loses Thouser-Intellion to Dan via an agreed-upon competition; the same way he took Hiden Intelligence from Aruto.
  • Living Battery: Played for Laughs. Dan thinks he's one, but ends up shutting down after desperately looking for a charging station. Rin has to re-charge him.
  • No Plot? No Problem!: Zein is the only real narrative element introduced. The whole special is simply a set-up for Gai and Kuroto to fight and does not hide that. Zein wouldn't become a major plot point until Outsiders.
  • Not in This for Your Revolution: Dan remains entirely disinterested in the threat of Zein and cares more about bringing his company back.
  • "Shaggy Dog" Story: Gai ends up losing Thouser-Intellion, a company he had recently built from scratch to Kuroto after making a deal with the latter and ultimately lost in his fight against Kuroto. Not that it didn't bother him to say the least.
  • Skewed Priorities: Even after being told the threat of Zein, Kuroto still only wants to revive Genm Corp. rather than work with Gai to stop it.
  • Time Skip: As noted by Unusually Uninteresting Sight below and that Thouser-Intellion is now occupying an actual building instead of the ruins of MetsubouJinrai.net, some time has passed since the events of the previous special.
  • Unusually Uninteresting Sight: Gai has no reaction when Rin is hijacked by The Ark, which he spent the final arc of the show and The Movie fighting. Enforced, as Gai's tone implies an established arrangement.
  • Vocal Dissonance: The natural result of the Ark possessing Rin and speaking through her.
  • Wham Shot: The end of the episode shows Kuroto being observed by a new Smart Lady, who looks identical to Mari Sonoda.
  • Wounded Gazelle Gambit: After being thrased by Thousand-Ark, Dan waits until Gai comes in close to gloat over him to use the Gashacon Bugvisor to absorb Ark's data, allowing him to power himself up for a second wind.
  • The Worf Effect: Happens twice in succession. First Gai becomes Kamen Rider Thousand-Ark and easily defeats Genm, then Kuroto uses the Ark to unlock a new form for Genm and gives Gai a thrashing in return.
