A contract killer is taking down members of the city council, and it's up to Bullock and Gordon to stop him.
Tropes:
- Apologetic Attacker; The killer bears no ill will toward his targets; he admits to the first Councilman that he voted for him every election. He tells the second Councilman that, if it were up to him, he’d kill him quickly and painlessly, and is only doing it this way because his boss wanted him to.
- Eye Scream: The killer's rather ridiculous weapon looks like a flute, only a spike comes out of it. He takes someone down by asking him to look through it, like a telescope.
- Half-Arc Season: The show appears to be making a leap in this direction with the introduction of a fight over the land Arkham Asylum is sitting on.
- Kill It with Fire: Instead of just stabbing the second victim, the killer puts him in a barrel, douses him with gasoline and lights it on fire. He apologizes first, though, because he prefers to keep it simple, but the client made a request...
- Kill Me Now, or Forever Stay Your Hand: Seeing Jim furious that he's returned to Gotham, Oswald picks up a broken glass bottle and tells him to kill him if he doesn't trust him. Jim knocks it out of his hands.
- Klingon Promotion: Oswald Cobblepot becomes the manager of Maroni's restaurant after the previous one gets killed in an armed robbery, and Oswald has saved a part of the restaurant's earnings from the robbers. It is later revealed that it was Oswald himself who has set up the whole scenario.
- Professional Killer: The Monster of the Week. He in fact is working for two different mob bosses against one another!
